Save current questions as a draft before using them in Blank Canvas workflow conditions. Requires expected_editor_revision from a fresh get_spend_program_editor_state read. Use form="request" for approval workflows and form="change_request" for dedicated change request workflows. Change request preparation saves the request form first. Await success, then pass the returned template_id and custom_form_collection_log_entry_uuid to GetBlankCanvasConditionFields and ApplyBlankCanvasWorkflowEdits. The template_id is resolved after preparation; use it instead of earlier editor or autosave pointers. Prepare again after question edits; discard cached condition fields when the returned revision changes. On failure, reread the editor and prepare again rather than falling back to published questions. Does not save or publish the program or edit the workflow.
