Edit sections of the live procurement report draft WITHOUT saving. Requires execution_id and expected_editor_revision from get_procurement_report_editor. Apply at most 20 edits per call; read again before each additional batch. Update only the requested sections; omitted header/body fields and all other sections are preserved. Preserve source citations and links. Put section headings in header, not body_markdown. Insert after a stable ID, or at the start with after_stable_id=null. Remove deletes only that section. Edits apply atomically and fail if the user changed the draft since your read. Read again after a conflict. Never claim changes are saved; the user reviews the editor and clicks Save.
